The 11 countries are Belgium, Germany, Estonia, Greece, Spain, France, Italy, Austria, Portugal, Slovenia and Slovakia. Other countries can opt in later. Sweden, for example, chose not to participate, saying that a “global” tax was needed to protect all national markets.
